In accordance with the Interim Agreements between Israel and the Palestinian authority, administrative responsibility for Judea and Samaria is divided into 3 areas: A, B and C. Civilian responsibility in area C is implemented by the IDF and the Civil Administration.

Civilian issues include all those areas that would be expected to fall within the scope of administrative responsibility, such as: land administration, trade and environmental protection.
